About the Role
The United Nations Office for Project Services (UNOPS) is seeking a highly experienced Senior Programme Manager – Counter-Terrorism Digital Forensics Expert to support global counter-terrorism efforts. This role provides technical expertise to Member States, helping them strengthen their digital forensic capabilities in counter-terrorism investigations while ensuring compliance with international human rights and legal standards.
The selected candidate will work under the supervision of the Cluster Head and in coordination with the Head of the EU-UN Global Terrorism Threats Facility.
Key Responsibilities
1. Capacity Building & Technical Advisory
✔ Conduct in-depth assessments of national entities, identifying their digital forensics capacity-building needs.
✔ Provide recommendations to improve evidence collection, case management, and legal frameworks related to digital forensics.
✔ Offer high-level mentorship and advisory support to strengthen national digital forensics teams and operations.
2. Digital Forensics & Investigation Support
✔ Lead on-site missions to support digital investigations into terrorism-related cases.
✔ Guide law enforcement on digital evidence collection, data recovery, malware analysis, and network forensics.
✔ Assist in the establishment and operationalization of digital forensics laboratories, advising on infrastructure, staffing, and equipment.
3. Legal & Policy Development
✔ Advise governments on legal and policy frameworks governing digital forensics in counter-terrorism operations.
✔ Support the development of Standard Operating Procedures (SOPs) for digital evidence handling, ensuring compliance with international standards.
✔ Promote inter-agency collaboration and international cooperation on cross-border digital investigations.
4. Training & Knowledge Sharing
✔ Design and deliver capacity-building programs on digital forensics for counter-terrorism units.
✔ Develop training materials, presentations, and reports to enhance the technical expertise of national agencies.
✔ Promote knowledge-sharing between law enforcement agencies, cybersecurity experts, and policymakers.
5. Human Rights & Compliance
✔ Ensure that digital forensics practices adhere to international human rights and legal standards.
✔ Integrate gender perspectives and human rights considerations into technical assistance programs.

Qualifications & Experience
🎓 Education:
✔ Master’s degree in Digital Forensics, Computer Science, Cybersecurity, or a related field with at least 10 years of relevant experience; or
✔ Bachelor’s degree in the same fields with at least 12 years of relevant experience.
💡 Required Experience:
✔ Extensive experience in digital forensics for counter-terrorism, transnational organized crime, or complex investigations.
✔ Hands-on expertise in digital evidence collection, data recovery, cyber threat assessment, malware analysis, and forensic investigation.
✔ Proven track record in delivering training programs or capacity-building activities in digital forensics.
💡 Desirable Experience:
✔ Strong knowledge of legal frameworks governing digital evidence handling and preservation.
✔ Experience supporting transnational crime investigations and working with international law enforcement agencies.
✔ Ability to design and implement technical assistance programs for senior government officials.
✔ Experience working across diverse country contexts and legal systems.
🌍 Languages:
✔ Fluency in English (written and spoken) is required.
✔ Fluency in Arabic, French, Russian, or Spanish is an asset.
