About the Role

The International Union for Conservation of Nature (IUCN), in collaboration with the East African Community (EAC), is seeking a highly motivated Senior Programme Officer – Natural Resources Management to join its team. This role is instrumental in strengthening regional conservation efforts, addressing biodiversity challenges, and enhancing the management of Transboundary Conservation Areas (TBCAs) across East Africa.

Based at the EAC Headquarters in Arusha, Tanzania, the Senior Programme Officer will provide expert guidance on natural resource conservation, biodiversity management, and ecosystem sustainability. This position is funded under the NaturAfrica project, an EU-supported initiative designed to bridge existing capacity gaps within the EAC Secretariat, particularly in the Tourism and Wildlife Department.

Key Responsibilities

1. Programme Implementation

  • Lead the implementation of the Transboundary Conservation Areas (TBCAs) component of the NaturAfrica project in the EAC region.
  • Support biodiversity assessments, conservation monitoring, and tourism-related initiatives under the project.
  • Work closely with the EAC TBCAs Unit and IUCN experts to coordinate conservation activities and regularly update biodiversity data.
  • Facilitate the collection and dissemination of conservation updates through digital and print platforms.
  • Strengthen the institutional capacity of the EAC TBCAs Unit and integrate it into the EAC Secretariat’s structures.
  • Provide technical support in wildlife conservation, environmental sustainability, and natural resource management across key EAC departments.

2. Strategic Development & Programme Growth

  • Collaborate with IUCN thematic heads to develop and oversee conservation programmes.
  • Establish and maintain partnerships with key stakeholders, including EAC Secretariat, partner states, NGOs, and conservation agencies.
  • Identify emerging biodiversity conservation priorities and integrate them into strategic plans.
  • Lead fundraising initiatives to secure funding for biodiversity conservation and natural resource management projects beyond the NaturAfrica program.
  • Represent IUCN in high-level thematic coordination meetings and contribute expert insights.

3. Networking & Stakeholder Engagement

  • Act as a liaison between IUCN, EAC, and relevant conservation organisations.
  • Strengthen cooperation with non-governmental bodies, researchers, and policymakers in the field of biodiversity conservation.
  • Promote public awareness about EAC’s Transboundary Conservation Areas (TBCAs) through strategic communication efforts.

4. Knowledge Management & Research

  • Support the EAC TBCAs Network by contributing to policy documents, research publications, and conservation reports.
  • Ensure knowledge-sharing and best practices in wildlife protection, ecosystem sustainability, and climate resilience.

5. Other Duties

  • Undertake any additional responsibilities as assigned by the line manager to support the conservation mission.

Qualifications & Experience

Education:

  • Master’s degree in Natural Sciences, Biodiversity Conservation, Environmental Studies, or a related field.

Work Experience:

  • Minimum 10 years of experience in biodiversity conservation, ecosystem management, or natural resources governance.
  • Strong understanding of East Africa’s transboundary ecosystems and conservation challenges.
  • Proven experience in project cycle management, monitoring & evaluation, and result-based reporting.
  • Ability to work in a multi-national, multi-cultural environment with diverse stakeholders.

Language Requirements:

  • Fluent in English (both verbal and written).
  • Proficiency in Kiswahili is an added advantage.
