Tanzania Country Context
This role will support the World Bank’s governance and public sector development program in Tanzania, focusing on:
✔ Strengthening public sector institutions for better governance and service delivery
✔ Enhancing public financial management (PFM)
✔ Improving rule of law and justice systems
✔ Promoting transparency and accountability at national and local levels

Job Overview
As a Public Sector Specialist, you will be a key member of the Eastern Africa Institutions Unit and the Tanzania Country Team. Your role will involve providing technical expertise, policy advice, and operational support in public administration and institutional reform.
This position is based in Dar es Salaam and is intended for Tanzanian nationals or residents.
Key Responsibilities
✔ Policy & Operational Support:
- Lead and support policy dialogues on public administration and institutional reforms
- Provide technical guidance on public financial management (PFM), public service reforms, and justice sector improvements
- Analyze governance and institutional challenges in Tanzania and propose solutions
✔ Project Management & Advisory Services:
- Support and manage World Bank-financed projects focused on governance and public sector reform
- Work with government agencies to implement institutional modernization programs
- Conduct research and provide advisory services on governance policies
✔ Collaboration & Stakeholder Engagement:
- Work with other World Bank teams and country units to integrate governance solutions into development programs
- Engage with government officials, civil society, and development partners to promote institutional reforms
- Provide political economy insights to strengthen World Bank engagement in Tanzania
✔ Regional & Cross-Country Support:
- Contribute to governance and public sector reform projects in other Eastern African countries when needed

Qualifications & Experience
🎓 Education:
✔ Master’s degree in Public Administration, Economics, Finance, Law, or a related field
💡 Professional Experience:
✔ Minimum 5 years of relevant experience in governance, public administration, or institutional reform
✔ Strong background in public financial management (PFM), tax administration, or justice sector reforms
✔ Experience managing World Bank or other international development projects (DPOs, PforRs, Trust Funds, etc.)
🛠 Key Skills & Competencies:
✔ Excellent policy analysis, project management, and advisory skills
✔ Strong stakeholder engagement and reform facilitation experience
✔ Deep understanding of Tanzania’s governance and public administration landscape
✔ Ability to collaborate with governments, international organizations, and civil society
✔ Exceptional communication skills (written & verbal) in English
