With active field operations in Moshi and Arusha, we work closely with vulnerable communities using a participatory approach to combat poverty and vulnerability. Job Summary
As a Senior ICT Officer, you will be responsible for delivering high-quality ICT services and administrative support within HIHEA TZ. Your role includes maintaining ICT systems, providing user support, troubleshooting issues, managing ICT assets, and ensuring data security.
Key Responsibilities
1. General IT Support
- Provide technical support for hardware, software, and network issues.
- Manage and troubleshoot the organization’s internal email system.
- Participate in ICT systems analysis and design to align with HIHEA TZ’s needs.
- Assist in customizing and testing new system features based on user requirements.
- Develop and enhance ICT applications, including Android-based applications.
- Conduct user training on ICT applications and IT-related topics.
- Assist in evaluating and recommending ICT equipment and software.
- Install and configure ICT hardware, software, and peripherals for optimal functionality.
- Monitor system performance, networking, storage management, and cybersecurity.
- Maintain an updated inventory of ICT assets, including hardware and software.
- Stay informed about emerging technologies, research new ICT tools, and advise management on procurement needs.
- Oversee the management and updates of HIHEA TZ’s official website.
2. Systems Administration & Maintenance
- Serve as the ICT Systems Administrator, ensuring smooth daily operations of networks and systems.
- Diagnose and resolve hardware, software, and network issues efficiently.
- Organize the installation, configuration, and updates of hardware and software.
- Maintain technology assets, including desktop and laptop computers, printers, cabling, and networking equipment.
- Develop and support custom tools based on user needs, including management and administrative reports.
- Maintain a record of system issues and resolutions for future reference.
- Act as the primary liaison with ICT service providers.
3. Compliance & Security
- Support the development and implementation of ICT policies and procedures.
- Update and create user manuals and training materials for ICT-related activities.
- Ensure data security, backup protocols, and regulatory compliance are maintained.
- Monitor internet usage and enforce cybersecurity policies to protect organizational data.
4. Other Duties
- Carry out any other ICT-related responsibilities assigned by the supervisor.

Required Qualifications & Competencies
Education & Certification
- Bachelor’s degree in ICT, Computer Science, or a related field.
- Professional certification in application development (e.g., PHP, .NET framework, Java, SQL, SharePoint) is an added advantage.
- Certification in Microsoft Dynamics NAV or equivalent ICT systems is preferred.
Technical Skills
- Strong IT management skills, including hardware, software, networking, and cybersecurity.
- Proficiency in PHP, .NET Framework, and Microsoft Dynamics NAV for application development and customization.
- Hands-on experience with Microsoft Navision, Office 365, SharePoint, and MS SQL.
- Deep understanding of enterprise business processes such as finance, HR, procurement, and inventory management.
- Strong analytical, troubleshooting, and problem-solving skills.
- Ability to manage cybersecurity tools and firewall security.
Soft Skills
- Excellent communication skills in English and Kiswahili (spoken and written).
- Strong organizational and time management abilities.
- Detail-oriented with the ability to adhere to strict deadlines.
- Self-motivated, flexible, and able to work independently.
- Strong interpersonal and negotiation skills with an intercultural understanding.
- High level of integrity, enthusiasm, and commitment.
Work Experience
- Minimum of 3 years of relevant experience in an ICT role within a busy organization.
