About EACOP
The East African Crude Oil Pipeline (EACOP) is a midstream development spanning Uganda and Tanzania. It includes a Marine Storage and Export Terminal (MST) and, once operational, will manage a 1,443 km electrically heated crude oil export pipeline. This pipeline will transport crude oil from Kabaale – Hoima in Uganda to the Chongoleani Peninsula near Tanga Port, Tanzania, facilitating international crude oil exports.

Role Overview
The Reporting/Mass Balance Engineer will provide process engineering and flow assurance support across EACOP sites, ensuring smooth operations and safety compliance. Key responsibilities include fluid sampling coordination, laboratory analysis, chemical injection monitoring, and stock management. Additionally, the role involves overseeing process documentation, conducting technical studies, and implementing solutions to enhance asset efficiency.
Key Responsibilities
Hydrocarbon Accounting & Production Reporting
- Ensure accurate hydrocarbon accounting for crude oil from upstream partners.
- Maintain a material balance between upstream partners, including water contribution tracking.
- Prepare and submit daily, weekly, monthly, and annual production reports while ensuring data accuracy.
- Develop commercial reports for the company’s commercial department and stakeholders.
- Maintain statistical records of crude oil consumption, tank volumes, and production shortfalls.
- Ensure fiscal/metering data is correctly compiled and recorded for auditing purposes.
- Oversee quality control of reports generated through Production Data Management Systems (PDMS).
- Interface with relevant teams to plan crude offloading and provide necessary production clarifications.
Process & Data Management
- Serve as the custodian of the Production Data Management System (PDMS).
- Manage and update master process documents such as Piping & Instrumentation Diagrams (P&IDs), Process Flow Diagrams (PFDs), and Safety Logic Diagrams.
- Monitor and validate site modifications, ensuring all changes meet safety and operational standards.

Qualifications & Experience
Education:
- B.Sc. in Petroleum, Chemical Engineering, or any related Engineering field (Mandatory).
- M.Sc. in Petroleum, Chemical Engineering, or a related discipline (Advantageous).
Experience:
- Minimum 3 years of experience in the oil and gas industry.
- At least 1 year in a relevant role, such as Metering Engineering.
- Experience using a Production Data Management System (PDMS).
- Strong analytical, communication, and computer skills (Excel, PowerPoint, etc.).
