Job Overview

We are looking for a Procurement and Logistics Officer to manage and streamline the procurement of goods and services for our Tanzania programs. This role ensures compliance with national and Lifewater International procurement policies while promoting efficiency and cost-effectiveness.

The ideal candidate will have a strong background in procurement, contract management, and logistics operations, with excellent attention to detail and the ability to manage multiple priorities.


Key Responsibilities

1. Procurement & Supplier Management

✔ Develop and implement the annual procurement plan.
✔ Ensure timely procurement, documentation, and delivery of goods and services.
✔ Process purchase requests, send out RFQs (Requests for Quotations), and issue purchase orders.
✔ Maintain an updated supplier database, ensuring compliance with LI policies.
✔ Conduct supplier pre-qualification and evaluation, updating the vendor list annually.
✔ Identify and mitigate risks such as fraud, conflicts of interest, and legal compliance.
✔ Work closely with finance teams to ensure timely supplier payments.

2. Contract & Inventory Management

✔ Maintain a central register of contracts, ensuring timely renewals and compliance.
✔ Monitor supplier performance and resolve contract-related issues.
✔ Oversee goods storage, inventory tracking, and stock movement.
✔ Ensure proper handling, clearing, and transportation of procured goods.
✔ Conduct market price surveys to ensure cost-effectiveness in procurement.

3. Logistics & Administrative Support

✔ Oversee the purchase, allocation, and usage of fuel to prevent losses.
✔ Manage the registration, insurance, and tax compliance of vehicles and assets.
✔ Support field teams with logistics and delivery coordination.
✔ Conduct site visits with engineers and program staff to verify materials.
✔ Train new staff on procurement procedures and compliance requirements.
✔ Prepare monthly procurement reports for the Country Director.


Key Performance Indicators (KPIs)

📌 Procurement Plan: Effective implementation and adherence to annual procurement schedules.
📌 Supplier Pre-qualification: Well-managed vendor database with annual updates.
📌 Timely Procurement: No significant delays in the purchase and delivery of goods.
📌 Contract Compliance: Effective tracking and management of supplier agreements.
📌 Cost Efficiency: Procurement aligns with budget expectations and cost-saving strategies.

Qualifications & Skills

Education:

  • Bachelor’s degree in Procurement & Supply Chain Management, Logistics, or a related field.
  • Certified Procurement & Supply Professional (CPSP) certification is a plus.

Experience & Skills:

  • Minimum 3 years of experience in procurement and logistics management.
  • Strong understanding of procurement ethics, compliance, and donor regulations.
  • Ability to multitask, solve problems, and meet deadlines under pressure.
  • Experience in contract negotiation and supplier performance monitoring.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and database systems.
  • Fluency in English (both written and verbal); knowledge of Kiswahili is an advantage.
