Job Summary

The MERL & Knowledge Management Officer is responsible for developing and managing health information systems for routine monitoring of country and project activities. The role includes data collection, analysis, reporting, quality assurance, and capacity building. Additionally, the officer will oversee knowledge management strategies, ensuring effective communication and documentation of best practices.


Key Responsibilities

A. Monitoring, Evaluation, Research & Learning (MERL) Officer

✔ Ensure timely and accurate data entry into organizational databases.
✔ Maintain harmonized data management practices across all sources.
✔ Develop and implement data collection tools and systems.
✔ Conduct data quality assessments and validate project data.
✔ Lead monthly data review meetings with R/CHMTs and facility staff.
✔ Ensure timely submission of monthly, quarterly, and annual reports.
✔ Train and mentor staff on data accuracy and reporting.
✔ Support the development of M&E plans and work plans.
✔ Document and share program activities, challenges, and lessons learned.

B. Knowledge Management Officer

✔ Serve as the key contact for data and knowledge requests.
✔ Support field offices with knowledge management and communications.
✔ Provide quality control for reports, publications, and technical briefs.
✔ Document and disseminate best practices and lessons learned.
✔ Assist in developing communication materials for visibility at events.
✔ Conduct staff learning assessments to identify knowledge gaps.
✔ Manage knowledge-sharing systems and databases.
✔ Support the production of project materials, including editing and formatting.
✔ Maintain an updated catalog of resources.

Qualifications & Experience

🎓 Education:

  • Bachelor’s degree in Statistics, Health Informatics, Economics, Demography, or a related field.

💼 Experience:

  • At least 5 years in data management, knowledge management, and database management.
  • Strong understanding of Tanzania’s Health Information System (HIS).
  • Experience with DHIS2, Afya Supportive Supervision System (Afya SS), and ODK tools (Kobo Collect, etc.).
  • Proficiency in data analysis software (SPSS, STATA, NVivo, ATLAS.ti).
