Position: Planning, Monitoring, Evaluation & Learning (PMEL) Manager

Role Overview

The PMEL Manager will oversee the development and implementation of Planning, Monitoring, Evaluation, and Learning (PMEL) systems for projects within the country program. The role emphasizes data collection, analysis, reporting, and dissemination to key stakeholders.

As part of the regional and global monitoring and evaluation framework, the PMEL Manager will support:
Baseline surveys
Living income benchmarking
Impact monitoring
Evaluation processes

The role also involves working with development partners and the private sector, ensuring effective documentation throughout the design, implementation, and post-implementation phases.


Key Responsibilities & Deliverables

1. Implement Monitoring & Evaluation Systems (30%)

✅ Collect and manage data for project assessments and logical framework design
✅ Conduct baseline surveys, track progress, and evaluate projects per the MEL plan
✅ Ensure adherence to MEL policies, procedures, and audits
✅ Promote the use of digital tools for data collection and analysis
✅ Support implementing partners in MEL activities
✅ Address challenges by escalating issues to the Country Director & Program Director

2. Strengthen Program Effectiveness (20%)

✅ Design a monitoring & evaluation plan aligned with global indicators
✅ Develop indicator reference sheets for performance measurement
✅ Create data collection tools and establish quality assurance processes
✅ Align MEL strategies with donor and organizational requirements
✅ Contribute to MELS budgeting and staffing for projects
✅ Build networks with development organizations, government agencies, and partners

3. Data Management, Analysis & Learning (20%)

✅ Aggregate data at the country level for organization-wide reporting
✅ Ensure data integrity for decision-making and project improvement
✅ Respond to donor and headquarters requests for project insights
✅ Document lessons learned, success stories, and best practices

4. Capacity Building (15%)

✅ Train MEL staff and implementing partners in data management
✅ Oversee MEL support staff and ensure efficient operations
✅ Provide coaching and training to enhance staff competency
✅ Supervise external survey and evaluation contractors

5. Fundraising & Resource Mobilization (10%)

✅ Assist in concept note and proposal development for funding opportunities
✅ Support research and evaluation to inform fundraising strategies
✅ Maintain partnerships with donors and development organizations
✅ Update data on country-specific value chains

6. Other Responsibilities (5%)

✅ Perform other job-related duties as assigned

Required Qualifications

Minimum Requirements

Bachelor’s Degree in International Development, Project Planning & Management, Economics, Statistics, or related fields (Master’s Degree preferred)
8 years of experience in monitoring and evaluation (5 years for Master’s degree holders)

Preferred Qualifications

✔ Experience working with international donors on MEL frameworks
✔ Familiarity with field-based programs in the region
✔ Expertise in database management, impact monitoring, and surveys
✔ Training in project management
