About the Role
Lutheran World Relief is seeking two (2) Monitoring, Evaluation, and Learning (MEL) Specialists to support a five-year USDA-funded project aimed at transforming Tanzania’s small and medium enterprise (SME) poultry value chain into a sustainable commercial sector. The project focuses on strengthening the animal feed sector, improving animal health practices, expanding agricultural financial services, and enhancing extension and service provider networks in Mbeya, Iringa, Songwe, and Rukwa regions.
The MEL Specialists will play a crucial role in ensuring the quality, accuracy, and reliability of project data. They will work closely with the MEL Lead to track project progress, evaluate outcomes, and generate insights that will drive strategic decision-making.
Key Responsibilities
Monitoring and Evaluation
- Assist in implementing Corus’ Monitoring, Evaluation, Research, and Learning (MERL) Policy and USDA’s Monitoring & Evaluation guidelines to maintain program quality and compliance.
- Monitor project activities, gather feedback, and document lessons learned to inform improvements.
- Participate in stakeholder meetings to share insights and exchange best practices.
- Support the MEL Lead in compiling project reports, including annual work plans, performance monitoring plans (PMPs), and periodic progress reports.
- Coordinate field visits, ensuring necessary approvals, security protocols, and seamless collaboration with local partners.
- Maintain high ethical standards in data collection, ensuring accuracy, security, and confidentiality.
- Analyze data trends and provide visualization support for reports, presentations, and program evaluations.
- Assist in designing surveys, needs assessments, and other research initiatives.
Accountability and Compliance
- Develop and manage feedback mechanisms to incorporate community and beneficiary insights into project activities.
- Train project staff and partners on accountability principles, ensuring that all concerns and complaints are addressed professionally and confidentially.
- Ensure compliance with national technical standards and best practices in agriculture and poultry production.

Qualifications and Experience
- Bachelor’s degree in Statistics, Information Management, Social Sciences, Agriculture, Animal Health, or related fields.
- At least three (3) years of experience in monitoring, evaluation, and learning (MEL), preferably in development, agriculture, or poultry projects.
- Hands-on experience working with NGOs, donor-funded programs, communities, and government stakeholders.
- Strong knowledge of data analysis, monitoring frameworks, and reporting tools.
- Familiarity with statistical and data management software (e.g., STATA, SPSS, NVivo, Power BI).
- Excellent communication and interpersonal skills, with the ability to work in diverse teams.
- Strong organizational and analytical skills, with keen attention to detail.
- Ability to travel frequently within Tanzania and engage with local government and community structures.
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Teams, SharePoint).
- Fluency in English and Swahili (both written and spoken).
Working Conditions
- The role requires availability for at least five (5) days per week, up to 40 hours.
- May require working outside normal office hours or on weekends as needed.
- Travel will be required for domestic and international assignments.
- The position may involve working in remote areas with basic living conditions.
