Job Purpose

The Monitoring Assistant (SC 5) will work under the direct supervision of the Head of the Mtwara Field Office and overall supervision by the Head of Research, Assessment, and Monitoring (RAM) at the Country Office. The role requires a high level of independence, with responsibilities that include generating organized and accurate reports, overseeing technical activities, and providing guidance to staff and partners.


Key Responsibilities

  • Assist in planning and executing monthly monitoring activities in consultation with the Field Office and RAM team, following guidelines from the Country Office M&E unit.
  • Monitor WFP projects and partner performance to ensure compliance with minimum monitoring requirements.
  • Coordinate data collection efforts at the field level with WFP’s Monitoring team, cooperating partners (CPs), government bodies, and other stakeholders.
  • Collect quantitative and qualitative data through distribution monitoring, activity implementation tracking, surveys, group interviews, and key informant discussions.
  • Collaborate with local government, NGOs, CSOs, village leaders, religious and community representatives, and CPs to gather and summarize programme data.
  • Prepare monitoring reports and update the Monitoring and Programme teams on action items.
  • Record and escalate issues identified during field visits via the CO Process Monitoring Issues Escalation system, ensuring timely resolution.
  • Track and report monitoring coverage across all activity sites.
  • Propose improvements to field monitoring procedures to enhance efficiency.
  • Provide training to cooperating partners on WFP’s monitoring tools and methodologies.
  • Organize technical support missions from WFP’s Monitoring team, evaluation teams, or other M&E-related visits.
  • Ensure compliance with WFP’s monitoring standards, data protection policies, and ethical guidelines.
  • Work with the Complaints and Feedback Mechanism (CFM) manager to communicate follow-up actions to beneficiaries.
  • Maintain monitoring data tracking sheets for input into the COMET system and support in compiling field office reports.
  • Perform additional tasks as assigned by the supervisor.

Qualifications & Experience

Education

  • Minimum: Completion of Secondary Education (Certificate).
  • Preferred: A Bachelor’s degree in Nutrition, Public Health, Economics, Rural Development, Statistics, or a related field is an added advantage.

Experience

  • At least four (4) years of relevant experience in monitoring and operational support, including:
    • Coordinating project implementation and monitoring activities.
    • Developing and digitizing monitoring questionnaires.
    • Conducting data collection, analysis, and reporting for management and stakeholders.
    • Working with technical teams in nutrition, social behavior change, food fortification, agriculture, or food security analysis.

Skills & Knowledge

  • Proficiency in data analysis and programme monitoring.
  • Strong understanding of monitoring systems, tools, and best practices.
  • Ability to compile, analyze, and present data using tools like Excel, SPSS, and PowerPoint.
  • Experience in field implementation or monitoring of community-based projects.
  • Problem-solving and critical thinking skills.
  • Experience in supporting nutrition, public health, and food security programmes.

Language Requirements

  • Fluency in English and Swahili (spoken and written).
