Forestry, Land Use, and Value Chain Development in Tanzania (FORLAND) is a four-year bilateral project between the governments of Finland and Tanzania (2025-2029). The project focuses on enhancing forest management, supporting local communities, and strengthening the value chain in Tanzania’s Iringa, Njombe, Ruvuma, and Lindi regions—areas rich in both natural and plantation forest resources.
FORLAND builds on the success of previous programs, including the Participatory Plantation Forestry Programme (PFP 2) and the Forest and Value Chain Development Programme (FORVAC). The initiative helps small-scale tree farmers and rural communities manage their forests effectively, ensuring sustainability while boosting economic opportunities.
To drive its mission forward, FORLAND is looking for a skilled Monitoring and Evaluation (M&E) Expert to lead its evaluation strategies and contribute to long-term project success.
Position: Monitoring and Evaluation Expert
Key Responsibilities:
As an M&E Expert, you will play a crucial role in tracking project performance, ensuring compliance, and fostering continuous learning. Your responsibilities will include:
- Developing and implementing Monitoring & Evaluation (M&E) frameworks and plans.
- Designing effective data collection, analysis, and reporting methodologies.
- Assessing project progress and providing evidence-based recommendations for improvement.
- Training stakeholders in M&E best practices to build local capacity.
- Ensuring compliance with donor and Ministry of Natural Resources and Tourism (MNRT) monitoring standards.
- Leading the creation and execution of the Monitoring, Evaluation, and Learning (MEL) strategy, including tools, data systems, and reporting schedules.
- Coordinating baseline studies, evaluations, and data visualization efforts in collaboration with land-use planning experts.
- Supporting the Chief Technical Adviser (CTA) by providing critical project insights.
- Preparing quarterly, semi-annual, and annual reports.
- Promoting gender equality, human rights, disaster risk reduction, and climate resilience in all project activities.
- Contributing to project-related training, workshops, and human resource development.

Qualifications & Experience Required
Education:
- A Bachelor’s degree in Social Sciences, Development Studies, Statistics, Economics, or a related field.
Professional Experience:
- At least 10 years of experience in results-based management, monitoring, and evaluation.
- Proven expertise in M&E system design and evaluation processes.
- Strong skills in data management and analysis.
- Excellent writing and analytical skills for drafting reports and concept notes.
- Sound knowledge of Tanzania’s natural resources sector.
Additional Skills:
- Strong work ethic with a proactive approach.
- Ability to lead and manage teams in rural and remote locations.
- Excellent interpersonal and communication skills.
- Fluency in English and Kiswahili.
- Ability to collaborate effectively in a multi-sectoral and multicultural team.
- Proficiency in MS Office (Word, Excel, PowerPoint) and mobile data collection tools.
- Knowledge of open-source database applications (e.g., DHIS2) and GIS tools (e.g., QGIS) is an advantage.
