About LoCAL Tanzania
The Local Climate Adaptive Living (LoCAL) Facility, established by UNCDF, is designed to help communities build resilience to climate change. In Tanzania, the LoCAL program was launched in 2021 with funding from the European Union and the Swedish government. Currently being piloted in Dodoma’s Chamwino, Kondoa, and Mpwapwa districts, the program benefits over 800,000 people, with a strong focus on empowering women.
LoCAL Tanzania aligns with national climate strategies, ensuring that local governments integrate climate adaptation into their planning and budgeting. The initiative is now set to expand, with support from partners such as Norway, Belgium, and the European Union.
The Role: Local Climate Finance Specialist
We are looking for a Local Climate Finance Specialist to lead the implementation of the LoCAL program in Tanzania. The successful candidate will oversee operations, manage partnerships, and drive the expansion of climate finance initiatives.
Key Responsibilities
1. Program Management
- Oversee the planning, implementation, and evaluation of climate finance projects.
- Ensure smooth coordination with national partners and stakeholders.
- Monitor program progress and report key findings.
- Ensure the efficient use of financial resources and maintain project risk logs.
2. Team Leadership
- Provide guidance and support to project staff.
- Foster a collaborative and high-performing team environment.
- Ensure compliance with UNCDF policies and performance management systems.
3. Policy Advisory & Technical Support
- Provide expert advice on climate finance policies to national and local governments.
- Assist in developing climate adaptation strategies.
- Support efforts to secure direct access to global climate funds like the Green Climate Fund (GCF).
4. Knowledge Sharing & Communication
- Develop reports, case studies, and policy briefs to share insights from the program.
- Organize workshops and training sessions for stakeholders.
- Lead public awareness initiatives on climate finance.
5. Partnership Building & Resource Mobilization
- Represent UNCDF in meetings, working groups, and committees on climate finance.
- Foster partnerships with UN agencies, NGOs, and private sector stakeholders.
- Support fundraising efforts to expand the LoCAL program.

Who Can Apply?
Educational Qualifications
- Master’s Degree in Climate Change, Environment, Business Administration, Development, or a related field (Required).
- Bachelor’s Degree in a relevant field with an additional two years of experience will be considered in place of a Master’s.
Experience Requirements
- Minimum of 7 years of experience (with a Master’s) or 9 years (with a Bachelor’s) in climate finance, project management, or related fields.
- At least 3 years of experience in policy advisory services, ideally in Tanzania or Africa.
- Strong understanding of decentralization, climate finance, and local economic development.
- Experience managing cross-cultural teams and working with international organizations.
- Familiarity with UN climate finance mechanisms such as the Green Climate Fund (GCF) and Adaptation Fund (AF) is a plus.
