Exciting Opportunity in Forestry and Land-Use Development in Tanzania

The Forestry, Land Use, and Value Chain Development in Tanzania (FORLAND) is a four-year bilateral project between the governments of Finland and Tanzania (2025-2029). It focuses on supporting sustainable forestry, land-use planning, and value chain development in the Iringa, Njombe, Ruvuma, and Lindi regions—areas rich in natural and plantation forest resources.

With its headquarters at the Forest and Wood Industries Training Centre (FWITC) in Mafinga, the FORLAND project assists small woodlot owners in establishing and managing tree plantations and helps rural communities implement Community-Based Forest Management (CBFM) in Miombo Village Land Forest Reserves. Additionally, the project strengthens value chains by helping communities, tree growers, and small enterprises add value to their forest-related products.

FORLAND builds upon the success of previous programs, including the Participatory Plantation Forestry Programme (PFP 2) and the Forest and Value Chain Development Programme (FORVAC). It aligns with the strategic goals of both the Finnish and Tanzanian governments, contributing to poverty reduction, job creation, and climate resilience.

Job Opportunity: Land-use Planning Expert

FORLAND is seeking a highly skilled Land-use Planning Expert to lead and facilitate land-use planning efforts in targeted districts and villages.

Key Responsibilities:

  • Guide district and village authorities in developing participatory Village Land Use Plans (VLUPs) and Village Fire Management Plans (VFMPs).
  • Support the creation of landscape-level land use plans and integrated fire management strategies.
  • Coordinate the involvement of the National Land Use Planning Commission (NLUPC) in VLUP development and propose more efficient, sustainable land-use planning methodologies.
  • Train VLUP teams, supervise the land-use and fire management planning process, and ensure the environmental quality of the plans.
  • Provide training on land-use and forestry planning, GIS, and mapping to both project staff and local extensionists.
  • Develop monitoring systems to track land-use changes and biodiversity preservation.
  • Integrate Human Rights-Based Approaches (HRBA), gender equality, and non-discrimination principles into all land-use planning activities.
  • Ensure that disaster risk reduction, climate resilience, low-emission development, and biodiversity protection are incorporated into planning and project execution.
  • Collaborate with other organizations to ensure compatibility of GIS and remote sensing databases.
  • Work closely with the Monitoring & Evaluation (M&E) Officer to use GIS technology and remote sensing for tracking project impact on forest resources.
  • Prepare land-cover and biodiversity maps and contribute to institutional capacity-building initiatives.

Qualifications & Skills:

  • Education: Minimum Bachelor’s degree in Land Management, Land-use Planning, Geoinformatics, Natural Resource Management, Environmental Management, Geography, Information Technology, or other relevant disciplines.
  • Work Experience:
    • At least 10 years of experience in land management, participatory land-use planning, and related fields.
    • Experience in smallholder private forestry, community-based forest management, and biodiversity conservation.
    • Practical knowledge of participatory Village Land Use Planning (VLUP).
    • Proficiency in digital mapping technologies and GIS applications.
    • Experience in local governance and capacity building at community levels.
  • Additional Skills:
    • Strong interpersonal and communication skills.
    • Proficiency in English and Swahili (written and spoken).
    • Ability to work in a multi-sectoral team and adapt to diverse cultural and gender dynamics.
    • Excellent IT skills, particularly in GIS and mapping software.
    • Strong reporting and analytical skills.
    • Willingness to work in remote areas.
