The International Organization for Migration (IOM) is seeking a qualified Individual Consultant to support the production of a Migration and Urbanization Monograph. This project is crucial in analyzing migration trends using data from the 2022 Population and Housing Census (PHC) to guide evidence-based decision-making and national development planning, including the 2030 Sustainable Development Goals (SDGs).
About the Project
The National Bureau of Statistics (NBS), in collaboration with the Office of the Chief Government Statistician (OCGS) and key partners such as the International Labour Organization (ILO) and IOM, aims to develop a comprehensive report on migration and urbanization. This monograph will provide critical insights into internal and international migration trends, labour migration, and the impact of urbanization on demographic shifts.
The consultant will play a key role in analyzing census data, compiling migration statistics, and ensuring that findings align with national policies and global best practices.
Key Responsibilities
The consultant will work closely with NBS, OCGS, ILO, and IOM, focusing on the following key phases:
1. Inception Phase
- Conduct an initial review of 2022 PHC data, previous censuses, and relevant policy documents.
- Engage with key stakeholders to define objectives and expected deliverables.
- Develop an inception report, outlining the methodology, thematic structure, and timeline.
Deliverables:
- A detailed inception report, including a structured work plan and methodology.
2. Data Review & Analysis
- Extract and clean migration-related data from the 2022 PHC dataset.
- Identify data gaps, inconsistencies, or limitations and propose solutions.
- Conduct a preliminary analysis of migration trends by age, gender, location, education, and other key demographics.
- Validate findings with NBS, OCGS, and stakeholders.
Deliverables:
- A data review and analysis report, including key trends and data visualizations.
- A list of identified data gaps and recommendations for improvement.
3. Chapter Development & Drafting
- Draft thematic chapters covering:
- Internal and international migration trends.
- Labour migration (domestic and cross-border employment trends).
- Urbanization and its impact on demographic shifts.
- Policy implications and recommendations.
- Integrate case studies, stakeholder insights, and statistical data.
- Submit drafts for review and incorporate feedback.
Deliverables:
- First draft of all thematic chapters.
- Revised drafts incorporating stakeholder input.
4. Stakeholder Review & Validation
- Organize a stakeholder validation workshop to review draft chapters.
- Collect feedback and revise the monograph accordingly.
- Ensure the document aligns with national development policies.
Deliverables:
- Validation workshop report summarizing key feedback and recommendations.
- Final draft of the Migration and Urbanization Monograph.
5. Finalization & Dissemination
- Finalize the monograph, ensuring accuracy, consistency, and quality.
- Design and format the document with infographics, tables, and visual elements.
- Prepare a policy brief summarizing key findings and recommendations.
- Develop a dissemination strategy and support the official launch.
Deliverables:
- Final, formatted monograph ready for publication.
- Policy brief highlighting key findings.
- Dissemination plan to ensure widespread access to the report.

The consultant will contribute to the production of the following:
- Migration and Urbanization Report (detailed analytical monograph).
- Summary Report (popular version for wider accessibility).
- Policy Brief (key takeaways for decision-makers).
- Fact Sheet (concise summary of migration statistics).

Qualifications & Requirements
Education:
- Master’s degree or higher in Demography, Statistics, Economics, IT (with demographic analysis), or a related field.
Experience:
- 10+ years of experience in research, census data analysis, or social sciences.
- Strong background in Tanzanian demographic trends, economic and social dynamics.
- Previous experience with national statistical offices or census data projects.
- Proficiency in statistical software (e.g., STATA, SPSS, R) and Microsoft Office (Excel, Word).
Languages:
- Fluency in English and Swahili (written and spoken).
Competencies:
The consultant must demonstrate:
- Strong analytical and report-writing skills.
- Attention to detail, ensuring accuracy in statistical interpretation.
- Collaboration and teamwork with national and international stakeholders.
- Ability to manage complex datasets and deliver high-quality reports.
Travel Requirement:
- Yes, as needed for stakeholder engagement and data validation workshops.

Performance Indicators:
The consultant will be evaluated based on:
- Accuracy and depth of migration analysis.
- Alignment with national and international policies.
- Ability to present migration trends through clear, engaging reports.

Review Process:
The consultant will work under the guidance of the Census Technical Advisor and Migration Data Review Team, ensuring the document meets national and international statistical standards.
