As part of our ongoing commitment to data-driven decision-making and regulatory compliance, we are seeking an experienced Head of Data Management to lead our Data Management Office.
Reporting to the Chief Operations Officer, this role is critical in shaping and executing the bank’s data strategy, ensuring data quality, governance, compliance, and enabling advanced analytics to drive business value.
Job Overview
The Head of Data Management will be responsible for developing and implementing a comprehensive enterprise data strategy. This includes establishing data governance frameworks, maintaining data quality, ensuring regulatory compliance, and leveraging data to support AI, machine learning, and analytics initiatives. The role also involves leading a team of data professionals and promoting a strong data culture across the organization.
Key Responsibilities
1. Enterprise Data Governance
✔ Develop and enforce a bank-wide data governance strategy aligned with business goals.
✔ Define and implement data policies, standards, and stewardship models.
✔ Establish governance processes that integrate across business units.
✔ Set up and lead data governance committees to oversee best practices.
2. Data Quality Management
✔ Oversee enterprise-wide data quality and reliability initiatives.
✔ Monitor and improve data accuracy, completeness, and timeliness through KPIs.
✔ Maintain and manage business glossaries, data dictionaries, and data lineage.
✔ Lead data cleansing and validation efforts to ensure trusted information.
3. Regulatory Compliance & Risk Management
✔ Ensure compliance with local and international banking data regulations.
✔ Oversee regulatory reporting needs, including Basel II & III requirements.
✔ Implement robust data privacy and protection controls in line with the Tanzania Data Protection Act.
4. AI & Advanced Analytics Enablement
✔ Support AI, machine learning, and advanced analytics initiatives by ensuring a structured data foundation.
✔ Lead the integration of AI governance best practices, such as bias monitoring and ethical data use.
✔ Ensure high-quality data availability for AI/ML model development.
5. Data Architecture & Analytics
✔ Collaborate with IT and enterprise architects to design a modern data infrastructure.
✔ Oversee data platforms, including data warehouses and data lakes, ensuring alignment with business goals.
✔ Drive automation of data flows and reporting to enhance efficiency.
✔ Ensure business intelligence (BI) and self-service analytics tools are well-governed and optimized for use.
6. Team Leadership & Data Culture
✔ Build and manage a high-performing data management team.
✔ Provide mentorship, training, and career development opportunities for data professionals.
✔ Promote a strong data-driven culture through training and awareness programs.
✔ Establish a cross-functional data governance council for enterprise-wide data coordination.
7. Stakeholder Engagement & Reporting
✔ Act as the primary liaison for all data-related matters across the organization.
✔ Work closely with IT, Risk, Compliance, and Business Units to align data initiatives with business needs.
✔ Provide regular updates on data governance, data quality, and regulatory compliance to senior management.
✔ Prepare reports and dashboards for the Data Governance Steering Committee and executive leadership.

Qualifications & Experience
🎓 Education & Background:
✔ Bachelor’s degree in Information Technology, Computer Science, Data Science, Business, or a related field.
✔ Master’s or MBA in a relevant discipline is strongly preferred.
💡 Skills & Competencies:
✔ 10+ years of experience in data management, governance, analytics, or related roles within the financial sector.
✔ Proven leadership experience in driving transformational data initiatives.
✔ Strong knowledge of data governance frameworks (e.g., DAMA/DMBOK).
✔ Hands-on experience with banking regulatory compliance and reporting obligations.
✔ Expertise in data privacy laws, including the Tanzania Data Protection Act (2022).
✔ Familiarity with data architecture, warehousing, ETL/ELT processes, and big data platforms.
✔ Proficiency in BI & analytics tools such as Tableau, Power BI, and SAS.
✔ Experience with metadata management, data lineage, and security best practices.
✔ Professional certifications (CDMP, CIMP, cloud data, or data privacy certifications) are a plus.
