About the FORLAND Project

FORLAND is a four-year bilateral initiative (2025-2029) between the governments of Finland and Tanzania aimed at promoting sustainable forestry, land use, and value chain development. The project operates in the Iringa, Njombe, Ruvuma, and Lindi regions, which are known for their rich natural and plantation forest resources.

The project’s headquarters is based at the Forest and Wood Industries Training Centre (FWITC) in Mafinga. FORLAND supports small woodlot owners in tree plantation management and empowers rural communities to manage Miombo Village Land Forest Reserves through Community-Based Forest Management (CBFM). Additionally, the project strengthens forestry value chains, helping micro, small, and medium enterprises (MSMEs) add value to their products.

Building on the achievements of the Participatory Plantation Forestry Programme (PFP 2) and the Forest and Value Chain Development Programme (FORVAC), FORLAND aligns with Finnish and Tanzanian government priorities in poverty reduction, job creation, and climate resilience.

Position: Gender Equality, Disability, and Social Inclusion (GEDSI) Expert

FORLAND is seeking an experienced GEDSI Expert to integrate gender equality, disability rights, and social inclusion across all project activities.

Key Responsibilities

  • Review national and international GEDSI policies, strategies, and conventions from the Government of Tanzania (GoT) and the Government of Finland (GoF).
  • Update and implement the GEDSI and Human Rights-Based Approach (HRBA) policy for the project.
  • Develop GEDSI implementation strategies and monitoring frameworks for project interventions.
  • Design training programs on GEDSI and HRBA, ensuring they are integrated across all project training events.
  • Prepare community-level training modules for local government officers and sector partners in natural resource management.
  • Conduct training sessions for project staff, district authorities, stakeholders, and community beneficiaries.
  • Support awareness campaigns that promote gender equality and non-discrimination at the village level.
  • Monitor and evaluate GEDSI-related activities using relevant indicators.
  • Coordinate closely with FWITC, PO-RALG (regional and district levels), and other relevant agencies.
  • Ensure the collection and management of disaggregated data for better project reporting.
  • Provide GEDSI-related input in project reports and strategy documents.
  • Support behavior change initiatives at the municipal level.
  • Perform other duties as assigned by the Chief Technical Adviser.

Required Qualifications & Experience

Education & Skills

  • A bachelor’s degree in gender studies, sociology, or a related field.
  • Strong understanding of GEDSI principles and how to integrate them into development projects.
  • Knowledge of natural resource management and local governance.
  • Fluency in written and spoken English and Swahili.

Professional Experience

  • Minimum of 10 years of relevant work experience in GEDSI-related roles.
  • Hands-on experience working with rural communities on natural resource management, gender equality, and social inclusion (including disability rights).
  • Strong training and facilitation skills.
  • Proven ability to design, implement, and evaluate behavior change interventions.
  • Experience using theory and evidence-based approaches to drive social change and tackle discriminatory norms.
  • Excellent interpersonal skills, with the ability to work effectively in diverse cultural settings.
  • Experience collaborating with development partners and government agencies.
  • Strong understanding of HRBA and social development frameworks.
  • Excellent communication and report-writing skills in English and Swahili.
