As part of our mission, we are seeking a Finance Facility Advisor to contribute to the development of a sustainable financing mechanism for marine and coastal ecosystem initiatives under the South China Sea Project (SCS-SAP).
Role Overview
The Finance Facility Advisor will lead efforts to review, design, and enhance financing mechanisms that support the sustainable blue economy. The role involves analyzing current policies, engaging with stakeholders, and formulating strategies to develop or strengthen financial facilities.
This position is remote-based, allowing flexibility while working with international stakeholders.
Key Responsibilities
1. Review of Existing Financial Mechanisms & Policies
✔ Conduct a comprehensive analysis of existing financing and grant facilities related to the blue economy worldwide.
✔ Identify best practices, opportunities for collaboration, and areas for improvement.
✔ Assess the effectiveness of current financing infrastructures to support sustainable marine initiatives.
2. Stakeholder & Private Sector Engagement
✔ Engage with stakeholders, donors, development banks, and regional organizations to explore potential partnerships.
✔ Facilitate discussions to establish linkages between existing and new financing facilities.
✔ Secure commitments from key stakeholders to support the development of a sustainable financing framework.
3. Strategic Framework Development
✔ Develop a comprehensive options paper outlining findings, best practices, and recommendations for financing marine conservation.
✔ Propose a strategic framework and institutional structure for a new financing facility or integration with existing ones.
✔ Define key elements such as:
- Host organization for the facility.
- Financing strategy, including resource mobilization plans.
- Access protocols for grants and funding, ensuring transparency and regional cooperation.
4. Impact & Expected Outcomes
✔ Establish a sustainable financing mechanism to support long-term investment in marine and coastal biodiversity initiatives.
✔ Ensure alignment with international climate finance and blue economy goals.
✔ Strengthen regional cooperation in sustainable finance.

Qualifications & Experience
🎓 Education:
✔ Master’s degree in Finance, Business Management, Economics, Environmental Studies, Innovation, or a related field.
✔ A Bachelor’s degree with two additional years of experience may be accepted in place of a Master’s degree.
💼 Experience:
✔ Minimum of 7 years of international work experience in sustainable impact financing, climate finance, or small grant mechanisms.
✔ Expertise in sustainable finance models, including green bonds, blue bonds, and ESG investments.
✔ Experience in developing financing hubs or providing policy guidance on sustainable finance.
✔ Strong background in grants management, resource mobilization, and the blue economy.
✔ Ability to conduct financial analysis and modeling to assess the feasibility and impact of sustainable finance projects.
✔ Previous experience working with international or regional organizations is a plus.
🗣 Language Skills:
✔ Fluency in English (written & spoken) is required.
✔ Knowledge of Thai, Filipino, Mandarin, Khmer, Vietnamese, or Indonesian is an asset.
