Position Summary: DREEM Hub Program Officer

WWF Tanzania, through its Energy and Climate Change Program, has secured funding from the CS Mott Foundation to establish the Distributed Renewable Energy Ecosystem Model (DREEM) 3.0 Hub in Tanzania.

This innovative hub will bring together diverse partners—including civil society organizations (CSOs), private sector players, communities, and government agencies—to explore and scale up decentralized renewable energy solutions in Tanzania’s agriculture value chains. The initiative is focused on Productive Use of Renewable Energy (PURE) and energy-efficient technologies to enhance agricultural productivity and post-harvest management.

The DREEM 3.0 Hub in Tanzania will operate alongside similar hubs in Kenya (horticulture sector) and Uganda (dairy sector). The Tanzania hub, set to launch officially on October 1, 2024, will concentrate on boosting PURE adoption in the dagaa (small fish) value chain, with Mafia Island as the initial focus area.

To support this initiative, WWF is seeking a Senior Program Officer to provide managerial and technical support to the hub, coordinate partner engagement, and oversee the implementation of dagaa value chain interventions. The selected candidate will work under the guidance of the Energy and Climate Change Practice Coordinator, ensuring effective execution of project deliverables.


Key Responsibilities

The DREEM Hub Program Officer will be responsible for:

Project Implementation & Coordination

  • Managing the day-to-day operations of the DREEM 3.0 Hub in Tanzania and overseeing interventions in the dagaa value chain.
  • Leading strategic planning sessions with key stakeholders, including government agencies, local fisheries communities, and CSOs.
  • Ensuring effective collaboration with WWF Tanzania Country Office, spoke partners, government bodies, development organizations, and private sector players.

Financial & Administrative Oversight

  • Monitoring project expenditures to ensure budget compliance.
  • Overseeing procurement processes and ensuring proper use of project resources.
  • Coordinating recruitment and management of consultants, ensuring high-quality deliverables.

Stakeholder Engagement & Policy Advocacy

  • Engaging with key decision-makers to influence policies that support PURE adoption.
  • Leading public awareness campaigns in collaboration with WWF’s communication team.
  • Strengthening relationships between WWF Tanzania, government agencies, and regional DREEM hubs (Kenya and Uganda).

Reporting & Performance Monitoring

  • Preparing field reports, quarterly updates, and annual technical reports for review.
  • Conducting monitoring and evaluation activities to track project impact and address implementation challenges.
  • Organizing stakeholder meetings, working sessions, and knowledge-sharing events.

Resource Mobilization & Sustainability

  • Working with the WWF fundraising team to secure funding for future sustainability.
  • Contributing to proposal development and expansion strategies for the DREEM Hub in Tanzania.

Qualifications & Experience

To be successful in this role, you should have:

  • Tanzanian citizenship and a postgraduate qualification in Energy Economics, Renewable Energy, Mechanical/Agricultural/Electrical Engineering, or a related field.
  • At least 8 years of experience in renewable energy, technology innovation, value chain development, or related fields.
  • Expertise in productive use of energy (PUE) and food science and technology.
  • Strong report writing, stakeholder engagement, and advocacy skills.
  • Experience working with conservation NGOs, international organizations, and development partners.
  • Knowledge of climate change issues, including CO2 emission reductions, Monitoring, Reporting, and Verification (MRV).
  • Proficiency in English and Kiswahili.

Skills & Personal Qualities

The ideal candidate should be:

  • A strong project manager with the ability to work independently and lead diverse teams.
  • An excellent communicator, capable of engaging with stakeholders at all levels.
  • Tech-savvy, with strong Microsoft Office skills (Word, Excel, PowerPoint, Internet research, and data management).
  • Familiar with financial management and accounting principles.
  • Committed to WWF’s core values and passionate about environmental conservation.

Working Relationships

Internal

  • Collaborates closely with WWF Tanzania’s Energy and Climate Change team, operations staff, and finance teams.

External

  • Engages with the Mott Foundation, government ministries, CSOs, private sector partners, and local communities.
