The Ugavi Bora, Afya Bora (Better Supply, Better Health) Project is dedicated to strengthening Tanzania’s public health supply chain and pharmaceutical services. Our goal is to build local capacity to efficiently manage supply chains, improve pharmaceutical management, and enhance access to high-quality, affordable health commodities.

To support this mission, JSI is seeking a Deputy Chief of Party (DCOP) to lead the strategic and technical aspects of the project, ensuring innovative supply chain solutions, effective implementation, and continuous improvement. The DCOP will be a key member of the Senior Management Team, reporting directly to the Chief of Party (COP).


Key Responsibilities

1. Strategic Leadership & Technical Oversight

✔ Define and implement the project’s supply chain strategy, setting clear performance indicators.
✔ Lead and manage all technical supply chain activities, ensuring successful execution of project deliverables.
✔ Provide expert guidance to the technical team on supply chain best practices and innovations.
✔ Collaborate with the Chief of Party in project planning, ensuring alignment with program objectives.
✔ Oversee and contribute to donor reporting, ensuring accuracy and clarity.

2. Team & Performance Management

✔ Supervise senior staff and ensure accountability across all project teams.
✔ Develop and implement performance management systems for long-term and short-term advisors, subcontractors, and consultants.
✔ Foster a high-performance team culture focused on results, learning, and continuous improvement.
✔ Act as the Acting COP when required, representing the project in administrative, financial, and strategic matters.

3. Monitoring, Learning & Evaluation (MEL)

✔ Work closely with the MEL Director to design and implement adaptive monitoring, learning, and evaluation systems.
✔ Use data-driven insights to enhance product availability, visibility, and overall supply chain efficiency.
✔ Identify risks and develop supply chain mitigation strategies to ensure resilience.

4. Compliance & Stakeholder Engagement

✔ Ensure full compliance with donor regulations, operational policies, and project guidelines.
✔ Build and maintain strong relationships with clients, government agencies, donors, and other key stakeholders.
✔ Represent the project in high-level discussions, promoting best practices and innovative supply chain solutions.

Qualifications & Experience

🎓 Education & Background:
✔ Advanced degree in Public Health, Supply Chain Management, Business Administration, Finance, or a related field.
OR at least 10 years of professional experience in relevant sectors.

💡 Skills & Experience:
8+ years of experience managing donor-funded projects in developing countries.
✔ Proven expertise in leading large and complex health supply chain projects in low- and middle-income countries.
5+ years of experience in pharmaceutical management and supply chain operations.
✔ Strong knowledge of supply chain innovation, product availability, risk management, and best practices.
✔ Demonstrated ability to manage large-scale projects within scope, budget, and deadlines.
✔ Excellent communication, leadership, and stakeholder management skills.
Fluent in written and spoken English (native or equivalent proficiency).
