Job Opportunity: Deputy Chief of Party (DCOP)

Corus International is seeking a Deputy Chief of Party (DCOP) for an upcoming five-year USDA-funded project aimed at transforming Tanzania’s poultry value chain into a sustainable and profitable sector. This initiative will focus on:

  • Strengthening the animal feed industry and introducing climate-smart technologies.
  • Enhancing animal health management practices.
  • Improving access to agricultural finance.
  • Expanding extension services and training programs.

The DCOP position will be based in Mbeya, Tanzania.


Role Summary

The Deputy Chief of Party (DCOP) will provide technical leadership and strategic direction for the project, ensuring seamless coordination between project stakeholders, including government agencies, private sector partners, and donors.

This role requires expertise in poultry production, value chain development, and market systems, as well as strong leadership, project management, and donor compliance skills. The DCOP will serve as the primary liaison between technical leads, implementing partners, and Corus headquarters, ensuring the project meets its objectives efficiently and effectively.

In the absence of the Chief of Party (COP), the DCOP will assume full leadership of the project.


Key Responsibilities

Project Leadership & Technical Oversight

  • Provide strategic leadership to ensure the successful implementation of the project.
  • Serve as a technical expert on best practices in poultry production, animal feed, access to finance, and private sector investment.
  • Lead collaboration efforts with government institutions, private sector actors, and civil society organizations.
  • Ensure all project interventions align with Tanzania’s national development goals and global best practices.

Stakeholder & Donor Engagement

  • Act as the primary liaison with USDA, government agencies, private sector partners, and donors.
  • Foster strong working relationships with local and international partners to ensure program alignment.
  • Represent the project in meetings, conferences, and donor engagements.

Project Implementation & Compliance

  • Oversee the day-to-day implementation of project activities, ensuring smooth coordination across teams.
  • Ensure compliance with USDA regulations, Corus International policies, and financial management best practices.
  • Supervise the grants management process, ensuring sub-awardees and grantees meet compliance requirements.

Monitoring, Evaluation, & Learning (MEL)

  • Collaborate with the MEL team to design and implement impact-driven monitoring and evaluation frameworks.
  • Ensure continuous learning and adaptive management approaches are integrated into project activities.
  • Lead the preparation of annual work plans, progress reports, and performance monitoring plans.

Team Management & Capacity Building

  • Lead a multidisciplinary team of technical and management professionals.
  • Oversee recruitment, supervision, and mentoring of project staff.
  • Provide training and capacity-building opportunities for staff and partners to enhance project sustainability.

Qualifications & Experience

Education & Technical Expertise

  • Master’s degree (minimum), or Ph.D. (preferred), in agriculture, poultry production, agribusiness, or a related field.
  • Strong expertise in poultry farming, animal feed, private sector investment, and agricultural finance.

Work Experience

  • At least 8 years of experience managing USDA, USAID, or other donor-funded projects, preferably in agribusiness and value chain development.
  • Proven track record in capacity building, mentoring, and partnership management in developing countries.
  • Prior experience as a DCOP, Technical Lead, or Senior Program Manager on a large-scale donor-funded project.

Skills & Competencies

  • Strong leadership, management, and team-building skills.
  • Experience working with government agencies, NGOs, and the private sector.
  • Knowledge of USDA or USAID rules and regulations.
  • Deep understanding of Tanzania’s political, social, and economic landscape.
  • Excellent written and verbal communication skills in English (Swahili is an added advantage).
  • Ability to travel within Tanzania to oversee project implementation.
