About the Role

The United Nations is seeking a highly experienced professional to fill the position of Chief of Administration at the International Residual Mechanism for Criminal Tribunals (Mechanism). This role is based in the Division of Administration, Registry, and covers both branches of the Mechanism in Arusha, Tanzania, and The Hague, Netherlands. The selected candidate will report directly to the Registrar and play a key role in overseeing administrative, financial, human resources, and operational functions.

Key Responsibilities

As the Chief of Administration, your primary responsibilities will include:

  • Administrative Leadership: Oversee administrative services such as human resources, finance, budget management, procurement, security, IT, and general services.
  • Policy & Strategy Development: Advise the Registrar, President, and Prosecutor on administrative policies, ensuring alignment with UN regulations while addressing the unique needs of international criminal tribunals.
  • Financial & Budget Oversight: Manage budget planning, financial operations, and procurement activities, ensuring compliance with UN standards.
  • Cross-Departmental Coordination: Work closely with internal and external UN entities, including the International Court of Justice (ICJ), the Residual Special Court for Sierra Leone (RSCSL), and the African Court for Human and Peoples’ Rights.
  • Audit & Risk Management: Lead interactions with oversight bodies such as the Office of Internal Oversight Services (OIOS) and the Board of Auditors, ensuring proper risk management and compliance.
  • Performance Reporting: Prepare reports for intergovernmental bodies like the Advisory Committee on Administrative and Budgetary Questions (ACABQ) and the UN General Assembly.
  • Operational Efficiency: Develop and implement strategies to improve operational effectiveness, ensuring the smooth execution of key tribunal functions.

Required Qualifications

Education

  • Advanced degree (Master’s or equivalent) in Business Administration, Public Administration, Finance, Accounting, Law, Social Sciences, or a related field.
  • A Bachelor’s degree combined with two additional years of relevant experience may be considered.

Experience

  • Minimum of 10 years of progressively responsible experience in administration, human resources, finance, logistics, or budget management.
  • At least 5 years of experience with the United Nations or other international organizations is preferred.
  • Experience working with UN International Criminal Tribunals is an added advantage.

Languages

  • Fluency in English (reading, writing, speaking, and understanding) is required.
  • Working knowledge of French is desirable.
