About the Project
USAID Usalama wa Afya Duniani (Global Health Security) is a five-year USAID-funded project aimed at strengthening Tanzania’s ability to prevent, detect, and respond to emerging infectious disease threats using a One Health approach. The project focuses on capacity building at the national, regional, and facility levels to combat antimicrobial resistance (AMR) through surveillance, antimicrobial stewardship (AMS), and infection prevention.
About the Role
PATH is seeking an AMR Lead to provide technical leadership in the antimicrobial resistance component of the project. The selected candidate will work closely with national health authorities, regional healthcare facilities, and key stakeholders to enhance AMR detection, monitoring, and response efforts. The role requires a strong background in infectious disease programming, epidemiology, and laboratory systems.
Key Responsibilities
Technical Leadership & Surveillance
- Work with the National Multisectoral Coordinating Committee (MCC) and AMR Surveillance Technical Working Groups (TWG) to support AMR surveillance at selected regional sites.
- Guide the implementation of AMR surveillance on priority pathogens, including multidrug-resistant organisms (MDROs).
- Support the diagnostics supply chain by ensuring the availability of quality-assured microbiology commodities for uninterrupted AMR detection.
- Provide technical assistance to national AMR task forces, supporting training, supervision, and mentorship programs on AMR detection, lab processes, and stock management.
Capacity Building & Data Management
- Train healthcare facility staff to collect, analyze, and report AMR/Antimicrobial Use (AMU) data using standardized tools.
- Support regular AMR data reviews to ensure quality reporting to national and global surveillance systems (GLASS).
- Strengthen multisectoral data-sharing platforms for human, animal, and environmental health sectors, advocating for policies on data security and governance.
- Assist in developing facility-level AMS programs to enhance responsible antibiotic use and strengthen infection prevention strategies.
Policy Development & Stakeholder Engagement
- Collaborate with sectoral ministries, national coordination bodies, and AMR focal points to improve governance structures and subnational coordination teams.
- Support the development and dissemination of Standard Treatment Guidelines (STG) and AWaRe classification guidelines to optimize antibiotic prescription practices.
- Facilitate integration of AMR data into national decision-making, including updating the Essential Medicines List (EML) and ABCD antibiotic categorization for animal health.
- Ensure regular reporting on AMR/AMS trends to national committees and advocate for the adoption of best practices at all levels.

Qualifications & Experience
- Education:
- Doctor of Medicine (MD), Veterinary Medicine, or a related health field.
- Master’s degree in Epidemiology, Microbiology, Public Health, One Health, Project Management, or Monitoring & Evaluation.
- Experience:
- At least 7 years of experience in infectious disease programming, with 5+ years in management roles.
- Specific training or fellowship in AMR and/or One Health epidemiology is an advantage.
- Minimum 5 years of experience in AMR detection, surveillance, and antimicrobial stewardship.
- Technical Expertise:
- Strong knowledge of Tanzania’s National Action Plan on AMR (NAP-AMR), national laboratory systems, STG guidelines, and AWaRe classification of antibiotics.
- Proven experience in training and capacity building for healthcare professionals.
- Proficiency in AMR data collection, analysis, and reporting.
- Skills & Competencies:
- Excellent communication and interpersonal skills to engage with diverse stakeholders.
- Strong analytical and organizational abilities with attention to detail.
- Ability to work collaboratively in a multisectoral environment.
- Experience with USAID-funded projects and knowledge of donor policies is a plus.
